About

The mission of the Colorado Department of Transportation (CDOT) is to provide the  best multi-modal transportation system for Colorado that most effectively and safely moves people, goods, and information. CDOT’s 3,400 employees maintain a statewide multimodal transportation system that includes 23,000 lane miles of highway and nearly 3,500 bridges. CDOT is a multimodal transportation agency- its Division of Transit and Rail operates the Bustang interregional bus service, and its Division of Aeronautics provides grant funding to support public use airports across the State. CDOT supports local transportation investments  through more than 25 different grant programs.

Colorado’s multi-modal transportation system is further supported by five Enterprises, government-owned businesses within the CDOT. Among other authorities, Enterprises are authorized to issue debt. To date the Bridge and Tunnel Enterprise and Colorado Transportation Investment Office are the two Enterprises which have exercised this authority.

The purpose of the Bridge and Tunnel Enterprise (BTE) is to finance, repair, reconstruct and replace Designated Bridges as defined by SB09-108 and repair, maintain, and more safely operate tunnels.

The Colorado Transportation Investment Office (CTIO) has the legal responsibility to aggressively seek out opportunities for innovative and efficient means of financing and delivering important surface transportation infrastructure projects in the state. It has the statutory power, among others, to impose tolls and other user fees, to issue bonds, and to enter into contracts with public and private entities to facilitate Public-Private Partnerships (P3s)
